Quase um milhão de reais. Com este valor a Prefeitura de Teresópolis e o governo do Estado do Rio de Janeiro instalaram as 20 sirenes de alerta sobre risco de deslizamentos em caso de chuva naquele município. Mas, além de levar cinco vidas, o aguaceiro derrubou o sinal da tecnologia 3G e tornou o sistema falho. Os equipamentos - colocados em novembro - foram acionados com atraso. Alguns, sequer emitiram sons. O secretário municipal de Defesa Civil, coronel Roberto Silva, reconheceu novamente neste domingo que houve problemas. - Eu aceito as críticas sobre as sirenes, porque a tecnologia 3G caiu. Eu não consegui acessar os sites para acompanhar os índices pluviométricos (necessários para acionar o alarme remotamente). Em outros casos, não conseguimos também entrar em contato pelo celular com as pessoas que podem fazer o acionamento manual. Não podemos culpar a falha pelas mortes. Os funcionários da Defesa Civil estiveram nas casas orientando e salvaram vidas - disse o secretário. O prefeito Arlei de Oliveira Rosa negou que tenha havido problemas e disse que 14 sirenes foram acionadas: - As sirenes dependem que se atinja um determinado nível de chuva para ser acionadas - justificou, informando que estuda instalar mais 20. Ainda não foi definido o local, mas uma delas pode ser instalada no bairro Santa Cecília, onde Kaique Moraes de Oliveira, de 7 anos, viu a mãe ser levada pela enxurrada. Ele ficou soterrado até o pescoço e, duas horas depois, renasceu da lama. Inocente, acreditava até ontem que ainda estão procurando por Rosângela Moraes de Oliveira, de 41. Contou, com desenvoltura, detalhes da noite de Sexta-feira Santa. - Eu estava ajudando minha mãe a ajudar as pessoas, mas de repente... paft! O barranco veio para cima de mim e fiquei imprensado. Aí, minha mãe foi levada pela água - recordou, após mostrar os aranhões que sofreu pelo corpo. Desolada após perder o marido Jason da Cunha Silva soterrado, a manicure Verônica Braga, de 31 anos, afirma que a sirene próxima ao Morro do Pimentel não funcionou. - Não tocou e ninguém da Defesa Civil veio dizer que era área de risco - disse ela, grávida de 4 meses e mãe de outros quatro filhos. Cada sirene instalada em Teresópolis custou R$ 45.268 (ao todo, R$ 905.360), incluindo equipamento, instalação, serviço de definição de local, testes e manutenção por um ano. O sistema que funciona com tecnologia 3G e pode ser acionado manualmente, agora, vai ganhar cabeamento de fibra ótica e contar ainda com transmissão via rádio. No município do Rio, as sirenes foram instaladas pela mesma empresa, a Infoper, e também custaram R$ 45 mil, mas têm apenas seis meses de manutenção incluídas no contrato. Funcionam com a combinação entre 3G, velox e rádio, além de manualmente. A diferença entre os dois municípios é a de que o Rio conta com o próprio centro de monitoramento meteorológico para fazer o acompanhamento do nível pluviométrico, enquanto Teresópolis acompanha por um site, dependendo da conexão 3G, segundo o secretário municipal de Defesa Civil, coronel Roberto Silva.
