Questões administrativas e interferências dominaram a pauta
A Liga de Amadores Brasileiros de Rádio Emissão (LABRE) realizou importantes reuniões na última quarta-feira, dia 18 de janeiro de 2012, em Brasília.
O primeiro encontro ocorreu na sede da LABRE e envolveu representantes da Associação Brasileira de Emissoras de Rádio e Televisão (ABERT) e da Sociedade de Engenharia de Televisão e Telecomunicações (SET), com a presença dos engenheiros Ronald Barbosa e Monique Cruvinel Bandeira.
O radioamadorismo guarda semelhanças com a radiodifusão na ocupação espectral e na necessidade da boa relação sinal/ruído para exercício eficiente dos seus serviços.
Muitos dos ruídos que prejudicam os radioamadores também denigrem a recepção do rádio e televisão. A reunião portanto buscou o estabelecimento de estratégias integradas entre as instituições pela a defesa espectral e redução do nível de ruído.
O segundo encontro ocorreu no Ministério das Comunicações entre a LABRE, o MINICOM e a Agência Nacional de Telecomunicações (ANATEL). Participaram da reunião o ministro das comunicações, Paulo Bernardo da Silva, o Superintendente de Serviços Privados da Anatel, Bruno Carvalho Ramos, e vários engenheiros da ANATEL e do MINICOM.
O objetivo foi informar o ministro e buscar a solução para problemas operacionais que envolvem questões administrativas do serviço de radioamador como a emissão de licenças IARP seguindo orientações do CITEL, facilitação e desburocratização para conceder indicativos especiais, esclarecimentos sobre renovação de licenças, mudanças e correções na regulamentação, falhas pontuais mas significativas nos sistemas informatizados de atendimento, generalizações excessivas na Lei Geral de Telecomunicações.
Também foi defendida pela LABRE a necessidade de legislação e quesitos obrigatórios sobre compatibilidades eletromagnéticas para eletroeletrônicos e sistemas de iluminação.
Para o ministro Paulo Bernardo foi uma grata surpresa notar a moderna atividade radioamadora num período tecnológico que supunha o enfraquecimento da categoria. Ele realizou várias perguntas sobre o serviço e no final declarou interesse em tornar-se radioamador.
Para encaminhamento das demandas levantadas, o ministro autorizou a formação de um grupo de trabalho entre ANATEL e LABRE para compatibilizar a regulamentação de radioamador ao desenvolvimento e desafios tecnológicos atuais, reforçando um canal de comunicação com a Superintendência de Serviços Privados.
A ANATEL através do seu diretor Bruno Carvalho se comprometeu com a determinação ministerial. Para ele os resultados poderão simplificar e agilizar os atendimentos aos serviços:
“A ANATEL está aberta para criar agenda de discussão sobre regulamentação... Isso beneficia também a superintendência”.
Os radioamadores saíram satisfeitos com o renovado canal de comunicação e trabalho com a ANATEL e MINICOM.

Photo: LABRE interference and administrative issues dominated the agenda The League of Amateur Radio Brazilian Issue (LABRE) held important meetings on Wednesday, January 18 2012, in Brasilia.
The first meeting was held at the headquarters of the labrum and involved representatives of the Brazilian Association of Radio and Television (OPEN) and the Society of Television Engineering and Telecommunications (SET) in the presence of engineers and Ronald Barbosa Monique Cruvinel Flag. The similarities with the amateur radio spectrum in the occupation and the need for good signal / noise ratio for efficient exercise of its services. Many of the amateur radio noise that hurt also denigrate the reception of radio and television.
The meeting therefore sought the establishment of integrated strategies among institutions for the protection and reduction of spectral noise level.
The second meeting was held at the Ministry of Communications between LABRE, MINICOM and the National Telecommunications Agency (ANATEL).
Attending the meeting the minister of communications, Paul Bernardo da Silva, the Superintendent of Private Services of Anatel, Ramos Bruno Carvalho, and several engineers ANATEL and MINICOM.
The goal was to inform the Minister and seek a solution to problems involving operational issues administrative services such as amateur radio licensing IARP following CITEL guidelines, facilitation and bureaucracy to grant special call signs, information on renewal of licenses, corrections and changes in regulation, but significant point failures in the computer systems of care, excessive generalizations of Law General of Telecommunications. LABRE was also defended by the need for legislation and compulsory questionnaire on electromagnetic compatibility for consumer electronics and lighting systems.
To the Minister Paulo Bernardo was a pleasant surprise to note the modern amateur radio activity within that technology was supposed weakening of the category. He held several questions about the service and in the end declared interest in becoming a ham. For routing of the demands raised, the Minister authorized the formation of a working group between ANATEL and LABRE to match the regulation of amateur development and current technological challenges reinforcing a communication channel with the Superintendency of Private Services. ANATEL through its director Bruno Carvalho committed to the ministerial determination. For him the results can simplify and streamline care services: "ANATEL is to create open discussion agenda on regulation ...
This also benefits the oversight. " Hams were satisfied with the new communication channel and work with ANATEL and MINICOM.
