Dando continuidade a agenda discutida com o Ministério das Comunicações, a Liga de Amadores Brasileiros de Rádio Emissão (LABRE) se reuniu na última sexta-feira, dia 27 de janeiro de 2012, com engenheiros da Agência Nacional de Telecomunicações (ANATEL) na sede da agência em Brasília.
O objetivo foi adiantar parte da agenda apresentada no início do mês à direção da Superintendência de Serviços Privados da ANATEL e ao ministro das comunicações, Paulo Bernardo da Silva.
Neste último encontro foram abordadas as realizações provas de admissão e promoção de classe, os trâmites administrativos envolvendo indicativos e renovação de licenças.
PROVAS
A LABRE informou a agência sobre problemas na aplicação de provas no interior de alguns estados do país. Como a ANATEL não dispõe de pessoal suficiente para o deslocamento até os locais dos exames, ocorreram cancelamentos.
A LABRE solicitou que em tais situações a liga seja autorizada a aplicar a prova, em concomitância ao termo de cooperação LABRE – ANATEL.
Adicionalmente a LABRE sugeriu que a ANATEL permita a participação de um maior número de candidatos em cada prova ou que sejam formadas tantas turmas quanto necessárias limitadas a um número máximo de candidatos, mas em realização de provas sequenciais.
Assim as comunidades locais no interior do Brasil teriam suas demandas atendidas e os deslocamentos dos examinadores da LABRE e Anatel seriam otimizados.
RENOVAÇÕES DE LICENÇA
A LABRE voltou a questionar sobre a exigência de prévia solicitação para renovação de licenças.
A orientação da ANATEL dada aos radioamadores é que, caso não tenham solicitado a renovação da licença com 3 anos de antecedência, que não a cancelem para obter a posterior reintegração.
A ANATEL comentou que trabalha por uma solução mais prática e barata da questão, o que será pauta de futuras reuniões.
INDICATIVOS ESPECIAIS
A ANATEL informou que o radioamador poderá realizar uma única solicitação por ano de indicativo especial visando quantos meses quiser.
Por exemplo, se for feita uma solicitação no início do ano para os doze meses subsequentes, será cobrada a taxa de 12 x R$ 8,85, com emissão de 12 licenças em uma só vez, com os respectivos prazos de validade.
No entanto como esta medida equivale a modificações na área de sistemas operacionais, a ANATEL comentou que está sem recursos para implementação imediata do processo.
A ANATEL também considerou esta medida como temporária pois a agência estrutura um novo regulamento geral para facilitação do licenciamento de estações dos mais variados serviços de telecomunicações, inclusive de radioamador.
Este trabalho extenso deverá demorar em torno de um ano e após sua concretização o radioamador poderá pagar apenas uma taxa de indicativo especial ao ano.
INDICATIVOS DE RADIOAMADORES ESTRANGEIROS
A ANATEL também comentou que o regulamento exige do solicitante ao indicativo no Brasil o CPF.
Se o país de origem do solicitante for signatário de tratado de reciprocidade, este processo é facilitado, caso contrário, se a licença original expedida no exterior constar que a respectiva classe radioamadora não exige conhecimento de CW, a agência é impelida a conceder uma licença ao estrangeiro de classe “C”.
A LABRE espera que alguns destes detalhes serão equacionados na redação da futura norma.
HABILITAÇÕES OBTIDAS NO EXTERIOR
Caso os brasileiros tenham obtido sua habilitação como radioamador no exterior, foi esclarecido pela ANATEL que prevalecem as normas brasileiras, inclusive para aqueles que detenham outra nacionalidade além da brasileira, por força da legislação brasileira sobre o tema.
PRÓXIMOS PASSOS
LABRE e ANATEL voltarão a se reunir ainda neste semestre para renovação de convênios e encaminhamento da agenda de trabalho sobre outros temas administrativos junto a Superintendência de Serviços Privados.
Uma das missões é inclusive iniciar a redação de uma nova norma do serviço, com expectativa de sanar um grande conjunto de problemas apresentados pelos radioamadores.
A LABRE enviará posterior comunicação para obtenção de sugestões e voluntários.
Tanto LABRE como ANATEL comunicarão suas regionais sobre a parametrização do valor cobrado para os candidatos a admissão do serviço e promoção de classe, fixado pelo atual convênio em até R$13,42 e sem condicionamento de filiação a LABRE.

Pela ANATEL participaram os engenheiros Dirceu Baraviera, ex-Superintendente de Serviços Privados e atual Gerente Geral de Serviços Privados; José Augusto, Gerente de Outorga e Rangel.
